Yes. Site apps are built to keep working offline and sync when a connection comes back, because a tool that needs full signal on a site is a tool nobody uses.

Can it keep drawing versions straight?

That is one of the main reasons to build it. Every file has one current version and a visible history, so nobody is working from a superseded drawing without knowing.

Do subcontractors need their own accounts?

Only where it helps. Access is designed so a subcontractor sees the work that concerns them and nothing else, and how light that access is depends on what you need from them.
